Insurance · Kigali and Huye, Rwanda
Sovereign cloud and AI for insurers in Rwanda
Digital policies, AI underwriting and instant claims all run on policyholder data. Gewape Cloud keeps that data, the models trained on it and the evidence behind every claim in Rwanda, under Rwandan law and open to BNR audit.
Three horizons
Every horizon raises the same question: where does the data live?
Insurance is moving from digital, to intelligent, to autonomous. Each step puts more policyholder data, and more decisions, into systems that have to answer to Rwandan law and to BNR.
Digitise
API-first policy issuance, digital onboarding and digital claims.
What it needs
Cloud servers, managed databases, Kubernetes and load balancers in Kigali, with Huye for recovery. Self-service on the Gewape Cloud Platform is instant, and policy documents can be signed with GewapeSign.
Intelligise
AI underwriting, real-time fraud detection, faster claims and personalized engagement.
What it needs
Dedicated GPU servers in our Kigali region, so models are trained and run on policyholder data without it leaving Rwanda. Encryption keys stay in your own project.
Autonomise
Automated claims, parametric payouts, continuous pricing and embedded cover.
What it needs
Evidence that holds up: object storage with versioning and retention policies for trigger data, claim files and decision logs, with audit access for you and for BNR.
The rules
What an insurer's cloud has to meet in Rwanda
Policyholder data is stored in Rwanda
Law 058/2021, Article 50: personal data is stored in Rwanda unless the supervisory authority issues a certificate allowing storage abroad.
BNR approves material outsourcing first
Regulation 49/2022 applies to insurers. Moving policy administration or claims to a cloud provider needs BNR approval before the contract is signed.
You and BNR can audit the provider
The agreement must give the insurer and BNR audit access, and for cloud, the encryption keys stay with the insurer.
Automated decisions need a human path
Law 058/2021, Article 21 gives policyholders the right not to be subject to a decision based solely on automated processing, with exceptions for contract, consent or law. Automated approvals are simpler than automated declines.
